. Negotiation and Follow-up - We will facilitate employment and follow-up to ensure
complete integrity of the process.

This process is illustrated in Exhibit I, and each step is described below.

1. Position Analysis

We will have extensive consultation with the Mayor and City Council, other City staff and local
leaders selected by them, as well as other individuals or groups (if you wish) to determine the
City's vision/mission, goals and objectives, the needs and issues, requirements of the job, and
to obtain infom1ation about the environment within which the position functions. In addition,
we will spend a considerable amount of time at the beginning of the process in the City of Paris
in order to determine the level of experience and training needed.

During this process, we will initiate individual interviews with the Mayor and City Council,
citizen organizations, department heads and key staff, and others of your choice to identify
expectations, perceptions, and concerns regarding the position.

Based on those meetings, we will prepare a draft position profile and review it with the Mayor
and City Council in order to arrive at a general agreement regarding the specifications for the
position. The final position profile will include information about the City of Paris, the
community, major issues to be faced, the position, and the selection criteria established.

5
