<br />2. Description of Improvements to Regional Mobility <br /> <br />The northeast Texas region that comprises Delta, Hopkins, Hunt and Lamar Counties is <br /> <br /> <br />situated in an extremely strategic area of the state. IH 30 travels from Dallas to the east <br /> <br /> <br />through two of these counties; SH 24 travels northeast from IH 30, to Oklahoma and the <br /> <br /> <br />Indian Nation Turnpike, through three of these counties; and SH 19 travels due north from <br /> <br /> <br />IH 30, to Oklahoma and the Indian Nation Turnpike, through three of these counties. <br /> <br />Located just to the east of the congested Dallas-Ft Worth region, the resulting IH 30 - SH <br /> <br /> <br />24 - SH 19 traffic triangle connects major hubs throughout the NETMOB region. <br /> <br />NETMOB, working co-operatively with the Texas Department of Transportation <br /> <br /> <br />(TxDOT), will assist in the development, planning, designing and financing of critical <br /> <br /> <br />transportation projects that will serve the region's unique travel demands. These are <br /> <br /> <br />projects that will introduce new travel modes, enhance safety, decrease travel time, and <br /> <br />improve the quality ofHfe for citizens of this region, and for the state. <br /> <br />3. Initial RMA Proiect <br /> <br />The initial project that will be pursued by NETMOB is the completion of the widening of <br /> <br />SH 24, from a two-lane to a four-lane divided facility. SH 24 is a Texas Trunk System <br /> <br /> <br />route that connects two National Highway System routes. At it southernmost terminus, SH <br /> <br /> <br />24 intersects IH 30, approximately 9 miles south of the City of Commerce (which is the <br /> <br /> <br />home of Texas A&M University - Commerce). At its northernmost terminus, SH 24 <br /> <br /> <br />intersects US 271, in the City of Paris. Further to the north, in the State of Oklahoma, US <br /> <br />271 intersects the Indian Nation Turnpike, and eventually IH 40. IH 30 is an east-west <br /> <br /> <br />facility, and US 271 / Indian Nation Turnpike is a north-south facility. Therefore, SH 24, <br /> <br />2 <br />
