Motion carried, 4 ayes - 2 nays, with Mayor Manning and <br />Council Member Gray casting the dissenting votes. <br /> <br />6. Citizens Forum. <br /> <br />Reverend Rondie Williams, Wayside Church of God in Christ, 2910 Bonham Street - he told <br />the Council there had been an ongoing outcry for years to tear down the Casa Bonita Apartments. <br /> <br />Don Taylor, 515 Bunker - he told Council they should be more concerned about the millions <br />of dollars loaned by PEDC rather than the additional $15,000.00 spent on a consultant to hire a city <br />manager. <br /> <br />Billy Bell, 2054 Cleveland - he asked Council to consider hiring people and renting a <br />machine to replace deteriorating water and sewer lines. He further expressed concern about officers <br />working with Family Haven, because Family Haven had lost grant money. <br /> <br />7. Possible future agenda items. <br /> <br />Don Wilson asked for an item regarding what type of action the City could legally take to <br />tear down the Casa Bonita Apartments. <br /> <br />Mayor Manning asked for a study regarding replacement of old water lines. <br /> <br />8. Referrals. <br /> <br />Jane Williams - Williams Auto Salvage, 2211 and 2255 North Main, Lots 23-24, Block 251 - <br />request for zoning change from light industrial to heavy industrial. <br /> <br />9. Information items: <br /> <br />A. TML Insurance Pool- City has received a total of$181, 131.00 in equity returns since <br />fiscal year 2003-04. <br /> <br />B. Receipt and acceptance of Monthly Financial Report. <br /> <br />Council Member Wilson expressed appreciation to Ernie Clark and Gene Anderson for the <br />new financial reporting form. <br /> <br />C. City investments quarterly report. <br /> <br />D.
