<br />AUTOMOBILE THEFT PREVENTION AUTHORITY <br /> <br />PROGRAM NARRATIVE <br /> <br />2. Goals and Objectives (See Instructions on page 18) <br /> <br />Auto Buralarv <br />The Northeast Texas Auto Theft Task Force will work diligently to reduce the burglary of motor vehicles rate in our twelve county <br />area by assigning two officers requested herein who will utilize 100% of their time to reduce the BMV rate by five percent (5%). <br />There were approximately 1,800 BMVs in our coverage area last yea, resulting in a total loss was $762,000, which is an average of <br />$423.00 per BMV. This does figure not include the damage repair cost on all cases. The officers assigned to this program will <br />coordinate all efforts with the necessary agencies when investigating a case, using covert and overt operations to accomplish <br />program goals. Bait cars will possibly be used in some investigations. <br /> <br />The Northeast Texas ATTF has past experience working BMVs. The Paris P.O. was having approximately 40 BMVs per night, and <br />we coordinated our efforts with investigators from the Lamar County S.O., resulting in the arrest of thirteen suspects and <br />clearing numerous cases, including vehicle thefts. There were five officers working twenty-four hours a day for several days to <br />accomplish this. In checking the daily police reports from Paris, we found that, until these suspects were released on bond, <br />there was not a single BMV in the identified area. <br /> <br />Through the program proposed herein, our goal is to reduce the BMV rate using the following methods: <br />· Obtain and develop information on BMVs <br />· Identify and arrest offenders <br />· Interview offenders and witnesses <br />· Present cases to D.A. and assist with prosecution <br />· Check with agencies for daily BMV reports <br />· Determine problem areas by coordinating efforts with all divisions <br />· Communicate with Pawn Details to determine possible leads to offenders <br />· Use covert and overt operations <br />· Educate the public and officers on ways to prevent BMVs <br /> <br />The Northeast Texas ATTF would use public presentations to civic groups, officers, and media to make the public aware of ways <br />in which they could help prevent BMVs. <br /> <br />The goals of the Northeast Texas A TTF are: <br />· Reduce BMV by 5% in our coverage area <br />· Present public awareness programs in our area <br />· Educate law enforcement of ways to prevent BMVs <br />· Have weekly meetings with necessary Divisions to determine problem areas <br /> <br />A TP A-23 <br /> <br />"r r'-~'" <br />
