Reeves Hayter stated he <br />doesn't want to prohibit outdoor sales, and Ms. Wright said they would make <br />an amendment to reflect that, because that is not one of the things that the <br />ordinance is seeking to regu'late in areas where those sales are permitted <br />under the zoning ordinance. ' <br /> <br />Darin Manning stated lawn equipment could be an issue, and Ms. Wright sa'id <br />they could put an exception in for a reasonable amount of equipment if the <br />Commission recommended it. She said there are some homes around town <br />where Code Enforcement has seen dozens of lawn mowers in the front yard. <br />Fran Neeley also expressed a concern about not allowing indoor furniture on <br />the front porch, because many people like to sit on them. Billy Bell, 2054 <br />Cleveland Street, stated that the City has more problems than a couch on the <br />front porch to deal with. He said to enforce what's on the books. <br /> <br />Motion was made by Benny Plata, seconded by Fran Neeley, to table the item <br />to allow time for a more thorough review. Motion carried 6-0. <br /> <br />13. Consideration of and action on recommending to the City Council a 180 day <br />moratorium on zoning for and placement of billboards within the city limits <br />pending adoption of a new ordinance regulating such structures. Lisa Wright <br />explained this was moratorium was actually requested by a billboard <br />company that has several signs in town. He had advised her that sign <br />companies have been moving into small cities that don't have good <br />regulations and loading them up with billboards. All this ordinance would do <br />is put a moratorium on issuing further permits for billboards until an <br />ordinance was adopted. Ms. Wright stated that billboards, electric signs, and <br />other off-premise signs have come a long way, and the current sign ordinance <br />does little to provide guidance to the staff on how to properly handle them. In <br />fact, right now, we have no ordinance to govern electronic signs and scrolling <br />signs, and those could cause driver distraction on roadways. Reeves Hayter <br />recommended 90 days instead of 180 days, and Ms. Wright said she thought <br />that was adequate. Motion was made by Fran Neeley, seconded by Reeves <br />Hayter to approve a 90 day moratorium. Motion carried 6-0. <br /> <br />14. Consideration of and action on recommending to the City Council an <br />ordinance amending Zoning Ordinance No. 1710 by revising Section 10, <br />providing for standards for parking in the city of Paris. Lisa Wright stated that <br />the City Council wants the ordinance with regard to dust-free parking <br />changed. She stated that the entire.ordinance is out of date, so there has not <br />been a lot of guidance regarding parking requirements. She stated that this <br />ordinance was very lengthy and recommended that the Commission take <br />more time to review it. Motion made by Richard Hunt, seconded by Reeves <br />
