<br />DRAFT <br /> <br />f:attomeylreswork\currentIJAG Grant App Res 2007 <br />June 15,2007 <br /> <br />RESOLUTION NO. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />TEXAS, AUTHORIZING THE APPLICATION FOR THE EDWARD BYRNE <br />MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM <br />(FORMERLY KNOWN AS THE LOCAL LAW ENFORCEMENT BLOCK <br />GRANT); AUTHORIZING AN INTERLOCAL AGREEMENT WITH <br />LAMAR COUNTY; AUTHORIZING THE EXPENDITURE OF FUNDS; <br />ACCEPTING SAID GRANT AWARD UPON NOTICE THEREOF; <br />AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS <br />NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF SAID <br />GRANT UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN <br />EFFECTIVE DATE. <br /> <br />WHEREAS, the United States Department of Justice, Bureau of Justice Assistance, <br />Edward Byrne Memorial Justice Assistance Grant (JAG) Program (formerly known as the Local <br />Law Enforcement Block Grant Program), provides funding for local law enforcement grants; <br />and, <br /> <br />WHEREAS, the City of Paris and Lamar County have been notified of the availability <br />of $35,064.00 in funding under said Grant Program, and it is deemed appropriate that the <br />entities, having been certified as disparate jurisdictions, agree to each make application for not <br />more than one-half of the funds available in order to effectively comply with the intent of said <br />program as set out in an Interlocal Agreement between the entities; and, <br /> <br />WHEREAS, the City Council of the City of Paris is desirous of processing a grant <br />application in the amount of$17,532.00, being one-halfofthe funds available, with $12,468.00 <br />in matching funds required to be provided by the City of Paris in fiscal year 2008-2009, for the <br />lease of the CodeRED@ Emergency Notification System for the next two (2) years; and, <br /> <br />WHEREAS, the CodeRED@ Emergency Notification System can be used to notifY <br />residents in the event of emergencies such as storms, chemical spills, jail breaks, and Amber <br />Alerts, and it has multi-lingual capabilities and can place calls to the city as a whole or be <br />pinpointed to any neighborhood or area city officials deem necessary at a rate of up to 60,000 <br />calls per hour; and, <br /> <br />WHEREAS, the Texas Municipal League (TML) has a negotiated price of$15,000.00 <br />per year for cities of our size, and this lease will include 50,000 minutes of service time <br />annually; and, <br />
