SPECIAL WORK SESSION OF THE CITY COUNCIL, CITY OF PARIS June 26, 2007 The City Council of the City of Paris met for a special work session at 5:00 P. M. Tuesday, June 26, 2007, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Mayor: Jesse James Free1en Council Members: Will Biard; Mary Ann Fisher; Kevin Gray; Stephen Brown; Don Wilson; and Bill Strathern, Mayor Pro Tern City Staff: Ernie Clark, Interim City Manager; Kent Me Ilyar, City Attorney; and Janice Ellis, City Clerk Absent: 1. Mayor Free1en called the meeting to order. 2. R.W. Beck presentation of Water & Sewer Rate Study. Jack Stowe, representative for R.W. Beck, gave a power point presentation ofthe Water and Rate Study. He answered questions from Council with regard to cost of service, revenue, loss of water, increase of rates, decrease of water deposits and service charges. The recommendations included an increase of a minimum of 4% in retail water and wastewater rates. Council Member Strathern left the meeting at 6:00 p.m. and returned at 6:01 p.m. 3. Discussion on new water/sewer rates for the City of Paris. Council Member Biard requested additional information reflecting the amounts if the 4% recommendation was increased by 1 % increments. Jack Stowe told Council he would provide additional information. Council Member Wilson stated he would like to see the water deposits reduced to $125.00 and that anyone having service for ten years be able to transfer that deposit, should they move to a different location. He further stated that an increase of the deposit should not apply to a person who had service for ten years. Ernie Clark informed Council he would place an item on the July 9th Agenda for action on the water/sewer rates. 4. Discussion of and direction on 2007-2008 Budget. Ernie Clark asked for direction on the budget. Council Member Strathern said he would like for Council to come up with goals and objectives. He also said he would like to consider
