RESOLUTION N0. Z001-069 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />TEXAS, AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION <br />TO THE TEXAS HISTORICAL COMMISSION FOR A CERTIFIED LOCAL <br />GOVERNMENT GRANT TO FUND THE COMPLETION AND <br />PUBLICATION OF DESIGN STANDARDS FOR THE HISTORIC <br />DISTRICTS OF THE CITY OF PARIS; AUTHORIZING THE <br />EXPENDITURE OF FUNDS; ACCEPTING SAID GRANT AWARD UPON <br />NOTICE THEREOF; AUTHORIZING THE EXECUTION OF ANY AND <br />ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND <br />IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF; <br />ACCEPTING THE PROPOSAL OF MAIN STREET ARCHITECTS FOR <br />COMPLETION OF SAID DESIGN STANDARDS AND AUTHORIZING THE <br />EXECUTION OF A PROFESSIONAL SERVICES AGREEMENT; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />DECLARING AN EFFECTIVE DATE. <br />WHEREAS, the City of Paris had previously hired a consultant to develop Design <br />Guidelines for the Downtown Historic District; however, after adoption, those Guidelines were <br />found to be extremely difficult to implement because they lacked specificity in several areas; <br />and, <br />WHEREAS, because of the considerable importance comprehensive design standards <br />play in helping both the Historic Preservation Commission and property owners undertaking <br />preservation projects, the Texas Historical Commission, Visionaries in Preservation Program, <br />previously awarded the City of Paris a Texas Preservation Trust Fund Grant in the amount of <br />$7,300.00 to further develop the existing Guidelines, with the required cash match of $7,300.00 <br />being provided by the Martha, David, and Bagby Lennox Foundation; and, <br />WHEREAS, upon award of said Visionaries Grant to improve upon the Guidelines, the <br />City originally contracted with Main Street Architects to develop Guidelines for the <br />Commercial Historic District only; however, because the City would still have no guidelines <br />for its residential districts, it requested and received a modification to the grant to expand the <br />project to include guidelines for both districts up through a draft form; and, <br />WHEREAS, Main Street Architects has completed the draft Standards and submitted the <br />same to the Historic Preservation Commission on March 12, 2007, thus completing the project <br />funded under the Visionaries Grant; and, <br />WHEREAS, Main Street Architects has submitted a proposal to develop the Design <br />Standards into a final version in the amount of $8,000.00, and it is estimated that the cost of <br />publishing those Standards to both written format in an adequate number and to the City's <br />website will be $7,000.00; and, <br />
