2007-069 RES-Authorizing the submission of a grant application to the Texas Historical Commission for a certified local government grant to fund the completion and sublication of design standards for the Historic Districts of the City of Paris.

WHEREAS, the Texas Historic Commission provides grant funding for Certified Local Government Grants, and the City Council of the City of Paris is desirous of submitting a grant application in the amount of $15,000.00 to fund the completion of the Design Standards for the Historic Districts of the City of Paris, publication of the Standards in written format, and publication of the Standards to the City's website, with $9,000.00 to be provided by grant and $6,000.00 to be provided by local cash match; and, WHEREAS, the City Council desires to authorize the Mayor, City Manager, and appropriate City staff to accept and implement said grant (if same is received) without further action of City Council; and, WHEREAS, it is further deemed appropriate that the Mayor be authorized to execute the professional services agreement with Main Street Architects for completion of the Design Standards, upon award of the grant (if same is received), under the terms and conditions and in the form shown in Exhibit A, attached hereto; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That an application be made to the Texas Historical Commission for a Certified Local Government Grant in the amount of $15,000.00 to fund the completion of the Design Standards for the Historic Districts of the City of Paris, publication of the Standards in written format, and publication of the Standards to the City's website, with $9,000.00 to be provided by grant and $6,000.00 to be provided by cash match. Section 3. That the City Manager be, and he is hereby, appointed as the Authorized Official of said project and is authorized and directed to execute, on behalf of the City of Paris, the application for grant under the terms and conditions and in the form approved by the City Attorney. Section 4. That the Director of Community Development, be, and she is hereby, appointed as Project Director and is hereby authorized to execute and deliver, on behalf of the City of Paris, all reports, communications, assurances, and documents necessary for the completion of said project. Section 5. That the Director of Finance be, and he is hereby, authorized and directed to serve as the Financial Officer for said project and to receive and distribute funds, both grant funds and funds from local resources, for purposes of completing the Design Standards for the Historic Districts of the City of Paris.
