<br />SPECIAL WORK SESSION <br />OF THE CITY COUNCIL, CITY OF PARIS <br />July 24, 2007 <br /> <br />The City Council of the City of Paris met for a special work session at 5:00 P. M. Tuesday, <br />July 24,2007, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br /> <br />Present: <br /> <br />Mayor: <br /> <br />Jesse James Freelen <br /> <br />Council Members: Will Biard; Mary Ann Fisher; Kevin Gray; <br />Stephen Brown; Don Wilson; and Bill <br />Strathern, Mayor Pro Tern <br /> <br />City Staff: Ernie Clark, Interim City Manager; Kent <br />McIlyar, City Attorney; and Janice Ellis, City <br />Clerk <br /> <br />1. Mayor Freelen called the meeting to order. <br /> <br />Ernie Clark gave the invocation. <br /> <br />Council Member Biard led the pledge. <br /> <br />2. Resolution Committing the Community to Floodplain Management. <br /> <br />Lisa Wright explained to Council that the Flood Plain map was outdated and needed to be <br />updated. Council Member Strathern inquired as to whether citizens would be able to get flood <br />insurance once it was mapped. Lisa answered in the affirmative. <br /> <br />3. Review proposed Ordinance Amending the Code of Ordinances of the City of Paris, Texas, <br />by adopting a new Chapter 13 of said Code, Model Flood Damage Prevention Ordinance <br />from the Federal Emergency Management Agency (FEMA). <br /> <br />The consensus was to place items 2 and 3 on the next regular Agenda to be considered for <br />action. <br /> <br />4. Consider and discuss citizen input from 2005 Public Opinion Survey. <br /> <br />Council Member Strathern referred to the data collected in the survey. Council discussed the <br />survey at length. From the summary of data, the Council grouped the problem areas into the <br />following categories: <br /> <br />Business Development: economic development, tourism and business climate; <br /> <br />City Assets: health department, culture activities, and parks and recreation; <br />
