Council Member Strathern suggested they utilize the data to start putting together a Strategic Business Plan. Ernie Clark stated he was going to appoint Priscilla McAnally to assist with the project. 5. Vision, mission, goals, and objectives for the City of Paris. Ernie Clark referred Council to lists that he compiled after meeting with staff, which included community strengths, community threats/opportunities, community weaknesses, organizational strengths, organizational weaknesses and organizational threats/opportunities. Council Members made the following changes: Community Strengths - added to the list were the following: there is no state income tax, a safe place to raise a family and good school districts. Community Opportunities - added to the list was the following: the city owns property around one of the lakes. Community Weaknesses - added to the list were the following: no public transportation, large number of dilapidate houses, high electric rate and lack of state support for industrial locations. Organizational Strengths - no changes. Organizational Weaknesses - deleted from the list was the following: unstable administration and added to the list was communication of the rules. Organizational Threats/Opportunities - no changes. Council Member Strathern suggested the following objectives and goals for the budget: A. Plan for replacement of water and sewer lines; B. Prepare Strategic Business Plan; C. Clean up the appearance of the City by increased emphasis on code enforcement; D. Strive to improve citizens' trust in City government; E. Maintain budget expenditures to no more than 3% higher nor more than 3% less than the 2006-2007. 6. Continuation of discussion and consideration of appointments to City Boards and Commissions.
