<br />Sealed bids addressed to The Honorable Mayor and City Council of the City of Paris, Texas, <br />Paris City Hall, 135 S.E. 1st Street, Paris, Texas 75460 will be accepted until 3:00 p.m. on <br />August 27, 2007 at which time they will be publically opened and read. Any bids not <br />received in hand by this time will be rejected as late. <br /> <br />The City of Paris is seeking bids for its 2007 City Street HMAC Overlay Program. The <br />program is broken into several bid items with estimated quantities for each item. These are <br />only estimated quantities, based on information available to the City at this time. The City <br />does not guarantee that these quantities will be ordered, it is possible that a lesser or greater <br />quantity will be required depending on the City's needs. Bids should be submitted using the <br />City's Bid Form attached. The estimated quantities for the 2007 City Street HMAC Overlay <br />Program (the "Program") are set forth under the Unit Price Schedule on the Bid Form <br />attached hereto. <br /> <br />Bids are to be accompanied by bid security in the form of either a cashier's or certified check <br />drawn upon a national or state bank, or a bid bond from an approved surety company in an <br />amount not less than five percent (5%) of the total maximum bid price, as a guarantee that <br />bidder will enter into a contract and provide performance and payment bonds and an <br />insurance certificate, as provided herein, within eight (8) days following notice of award of <br />contract. <br /> <br />Basis of Award: <br /> <br />It is the intention of the City of Paris to award this bid on the basis of the lowest delivered <br />price that meets the specifications and special work requirements and provides the best <br />value to the City; however, the City of Paris reserves the right to reject any and all bids, to <br />waive any informality in bidding, and to award the bid as may be advantageous to the City of <br />Paris. <br /> <br />Price/payment: <br /> <br />Price is to be exclusive of any applicable taxes. Bidder is hereby notified that the City is <br />exempt from state and local sales taxes. The City of Paris tax exemption number is <br />1-756000635. A tax exempt certificate will be furnished upon request. <br /> <br />Additional Reauirements: <br /> <br />1. All bids must be accompanied by a properly executed and completed Insurance <br />Affidavit in the form attached hereto with this Invitation to Bid. <br /> <br />2. Within eight (8) days following written notification of award of this contract the <br />successful bidder shall enter into an agreement with the City of Paris to furnish and <br />perform all labor, supervision, materials and equipment necessary to complete the <br />2007 City Street HMAC Overlay Program (the "Work") in accordance with the terms <br />and specifications contained in these Bid Documents. <br /> <br />3. The successful bidder shall also submit within eight (8) days of contract award a <br />performance bond and a payment bond, with powers of attorneys attached, each in <br />the full amount of the contract price, executed by a surety company or surety <br />companies authorized to execute surety bonds under and in accordance with the <br />laws of the State of Texas, and a properly executed Certificate of Insurance <br />evidencing that all Insurance Requirements have been satisfied. <br />
