Wright, Director of Community Development <br /> <br />DESCRIPTION: <br /> <br />Consider a resolution declaring the Main Street District as a blighted area and declaring <br />the need for improvements to the sidewalks in certain portions thereof in order to <br />address one of the conditions which qualifies the area as a blight. <br /> <br />BACKGROUND INFORMATION: <br /> <br />On August 27, 2007, City Council authorized an application Texas Department of <br />Economic Development, through the Texas Capital Fund (TCF), for a Main Street <br />Improvements Program grant for improvements to sidewalks and other amenities in the <br />Downtown area, entitled "Streetscape Project - Phase III," in the amount of $200,000.00, <br />with $150,000.00 to be provided by grant and $50,000.00 to be provided by the City in <br />the form of cash and in-kind services. <br /> <br />The resolution submitted to the Council on August 27 was based on the sample <br />resolution provided in the grant application packet. However, when the application <br />packet was being pieced together using the TCF checklist, in the section where we are <br />directed to insert the resolution, the. checklist cited several things the City must find that <br />were not included in the sample resolution provided to the City. <br /> <br />TCF has' been advised of the problem with the sample resolution, and they have <br />acknowledged that they need to correct that for future applications. <br /> <br />FISCAL AUTHORITY: <br /> <br />BUDGETED: No Account #: <br />GRANT: Account #: <br />BOND lea Account #: <br />Other: See attached for recommended funding <br /> <br />LEGAL REVIEW: <br /> <br />MANAGER'S RECOMMENDATION: <br />
