Thence traveling in a southerly direction along 3rd Street N.W. to the intersection ofW. Houston Street and 3rd Street N.W.; Thence traveling in a westerly direction along W. Houston Street to the intersection ofW. Houston Street and 4th Street N.W.; Thence traveling in a southerly direction along 4th Street N.W. to the intersection of Bonham Street and 4th Street N.W./S.W.; Thence traveling in a westerly direction along Bonham Street to the point of beginning at the intersection of Bonham Street andl2th Street S.W./N.W.; and, WHEREAS, within the Main Street District, there are a predominance of buildings or other improvements that are dilapidated, deteriorated, or obsolete due to age or other reasons, and these conditions cause a danger to life or property, thus qualifying the District as a blighted area; and, WHEREAS, one of the conditions that contributes to the qualification of the District as a blight are the severely deteriorated sidewalks which constitutes trip hazards to the public and which do not have adequate handicapped accessibility; and, WHEREAS, the City Council of the City of Paris did heretofore, on the 27th day of August, 2007, in Resolution No. 2007-102, authorize an application to the Texas Department of Economic Development, through the Texas Capital Fund (TCF), for a Main Street Improvements Program grant for improvements to sidewalks and other amenities in the Downtown area, entitled "Streetscape Project - Phase III," in the amount of$200,000..oO, with $150,000.00 to be provided by grant and $50,000.00 to be provided by the City in the form of cash and in-kind services; and, WHEREAS, the specific sections of sidewalk within the Main Street District which are proposed to be addressed in said grant include the following: 1. The east side ofN. Main Street from Houston Street to Price Street, and 2. The north side of Lamar Avenue from 1 st Stteet N.E. to 2nd Street N.E.; and, WHEREAS, the City Council of the City of Paris desires to develop a viable urban community; therefore, it is deemed appropriate that the City Council declare the Main Street District as a blighted area and determine that the improvement of the sidewalks within certain portions of the District will help alleviate one of the conditions which leads to the qualification of the area as a blight; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS:
