<br />Thence traveling in a southerly direction along 3rd Street N.W. to the <br />intersection ofW. Houston Street and 3rd Street N.W.; <br />Thence traveling in a westerly direction along W. Houston Street to the <br />intersection ofW. Houston Street and 4th Street N.W.; <br />Thence traveling in a southerly direction along 4th Street N.W. to the <br />intersection of Bonham Street and 4th Street N.W./S.W.; <br />Thence traveling in a westerly direction along Bonham Street to the point of <br />beginning at the intersection of Bonham Street andl2th Street S.W./N.W.; and, <br /> <br />WHEREAS, within the Main Street District, there are a predominance of buildings or other <br />improvements that are dilapidated, deteriorated, or obsolete due to age or other reasons, and these <br />conditions cause a danger to life or property, thus qualifying the District as a blighted area; and, <br /> <br />WHEREAS, one of the conditions that contributes to the qualification of the District as a <br />blight are the severely deteriorated sidewalks which constitutes trip hazards to the public and which <br />do not have adequate handicapped accessibility; and, <br /> <br />WHEREAS, the City Council of the City of Paris did heretofore, on the 27th day of August, <br />2007, in Resolution No. 2007-102, authorize an application to the Texas Department of Economic <br />Development, through the Texas Capital Fund (TCF), for a Main Street Improvements Program <br />grant for improvements to sidewalks and other amenities in the Downtown area, entitled <br />"Streetscape Project - Phase III," in the amount of$200,000..oO, with $150,000.00 to be provided by <br />grant and $50,000.00 to be provided by the City in the form of cash and in-kind services; and, <br /> <br />WHEREAS, the specific sections of sidewalk within the Main Street District which are <br />proposed to be addressed in said grant include the following: <br /> <br />1. The east side ofN. Main Street from Houston Street to Price Street, and <br />2. The north side of Lamar Avenue from 1 st Stteet N.E. to 2nd Street N.E.; and, <br /> <br />WHEREAS, the City Council of the City of Paris desires to develop a viable urban <br />community; therefore, it is deemed appropriate that the City Council declare the Main Street District <br />as a blighted area and determine that the improvement of the sidewalks within certain portions of <br />the District will help alleviate one of the conditions which leads to the qualification of the area as <br />a blight; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF PARIS, TEXAS: <br />
