<br />SPECIAL BUDGET WORKSHOP MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />August 30, 2007 <br /> <br />The City Council of the City of Paris met for a special budget workshop meeting at 5 :00 <br />P. M. Thursday, August 30, 2007, at the City Council Chamber, Conference Room, 107 E. <br />Kaufman, Paris, Texas. <br /> <br />Present: <br /> <br />Mayor: <br /> <br />Jesse James Freelen <br /> <br />Council Members: Will Biard; Stephen Brown; Don Wilson; <br />Kevin Gray; and Bill Strathern, Mayor Pro <br />Tem <br /> <br />City Staff: <br /> <br />Kevin Carruth, City Manager; Kent <br />McIlyar, City Attorney; and Janice Ellis, <br />City Clerk <br /> <br />Absent: <br /> <br />Council Member: Mary Ann Fisher <br /> <br />1. Mayor Freelen called the meeting to order at 5:04 p.m. <br /> <br />Gene Anderson gave the invocation. <br /> <br />2. Pledge of Allegiance. <br /> <br />Council Member Wilson led the pledge. <br /> <br />3. Budget workshop - Discuss City Manager's 2007-2008 Budget. <br /> <br />Council Member Wilson asked ifthey could move to Ernie Clark's memo dated August 20, <br />2007 (See Exhibit "A" attached hereto). Mayor Freelen inquired about the proposed salary schedule. <br />Ernie Clark told Council one of the biggest complaints he had received was that the City employees <br />were on two different pay plans and he recommended combining the two plans. Council Member <br />Wilson questioned the job reclassifications, as well as calculation of the car allowances. Council <br />Member Strathern also questioned the car allowances and suggested there be a policy with regard <br />to car allowances. Council expressed concern about the overall increase in the budget compared to <br />the 2006- 2007 budget. Council reviewed the following individual department budgets: City Council, <br />City Manager, City Attorney, Municipal Court, City Clerk, Finance, and completed a partial review <br />of the Police Department budget. <br /> <br />4.
