<br />Paul Denney advised that by Oak Park on Bonham at the northwest corner of <br />the park, someone has restored a craftsman style house beautifully. The <br />house is blue with 5/1 windows. He said he does not know who owns it, but <br />they did a great job. <br /> <br />Arvin Starrett appointed a Committee to discuss and get ack with <br />recommendations: Ann Rogers, Susan Scholz, and Pike Burkhart. <br /> <br />8. Discussion on declaring the Pine Bluff Historic District. Motion was made by <br />Susan Scholz, seconded by Ann Rogers, to remove this item from the table. <br /> <br />Arvin Starrett stated this is a scary proposition, but necessary, in noting what <br />has happened to this district in the last 25 years. As you move east on Pine <br />Bluff, you have tenant residences and some lower income property owners. <br />There is a treasure of property we have lost over the past 25 years. The <br />National Register Historic District goes to 12th Street. Should we ponder new <br />boundaries? Lisa Wright asked about conservation district, and Arvin Starrett <br />stated this is probably not adequate to cover a national register district. Paul <br />Denney stated that we were careful for downtown and we need to think it over <br />a lot. This must be taken slowly, and we need meet with people to gain <br />support. Susan Scholz asked if she could get photos, names, and addresses <br />to see what we're dealing with. Arvin Starrett stated that it would better if the <br />neighborhood would start the process. He asked those who know people in <br />the district to talk to them. <br /> <br />9. Consideration of and action on the following Certificate of Appropriateness: <br /> <br />A. 210 1st Street S.E. - Jeff and Katie Neilson - Mrs. Neilson stated that <br />they have decided to install a brick fence wall around the back yard <br />instead of Trex, and the columns have changed. She said they went <br />ahead and started the wall because the weather was finally good. The <br />brick they are using is old inexpensive brick because they assumed <br />they could paint it, and that is why there is a mixture of colors. They <br />stopped work because they are having trouble getting more brick. She <br />said had they known they couldn't paint the brick they would have done <br />something differently. <br /> <br />Paul Denney stated he would recommend an exception because it will <br />stick out like a sore thumb. Ann Rogers stated she felt it doesn't look <br />that bad to her. Arvin Starrett told Mrs. Neilson that a timely application <br />would have avoided this problem. He said there is a rule against <br />painting masonry that has not previously been painted, so had she <br />gotten the COA before she started like she was supposed to, she could <br />have made proper arrangements. Motion was made by Paul Denney, <br />seconded by Susan Scholz, to approve the COA and paint the color of <br />building. Motion carried 5-0. Arvin Starrett said he hoped we are not <br />setting a precedent. <br /> <br />10. Request items for future agendas. Demolition by neglect. <br /> <br />11. Adjourned at 4:45 p.m. <br />
