<br />5. Discussion of and possible action on recommending provisions related to <br />demolition by neglect. Arvin Starrett stated this is a timely issue since the <br />Task Force is now active. Mr. Starrett further stated that we are seeing non- <br />resident owner properties go downhill quickly. Pike Burkhart stated he has <br />issues with people who are not absentee. He went on to suggest we get <br />copies of ordinances from other cities. Lisa Wright stated she has done a lot <br />of research on ordinances and has problems finding any demolition by <br />neglect ordinances in Texas, but has found many from out of state. She has <br />found a specific code, however, that could help address this - the <br />International Property Maintenance Code. <br /> <br />Pike Burkhart stated it would be to the City's advantage to start enforcing the <br />civil penalty on substandard buildings. The City is getting such a good rate <br />that it is not hurting the owner; it is helping them get their lot cleaned up <br />cheaply. Lisa Wright stated we are meeting with the Task Force about the <br />citations, literally writing tickets, so that we won't have to go through such a <br />long, drawn out process. Hopefully that will bring more punitive measures. <br />Arvin Starrett requested further discussion of this topic at the next meeting <br />and asked that the Commission be mailed copies of the IEPC. <br /> <br />6. Request items for future agendas. Pike Burkhart asked that the shotgun house <br />on 2nd Street be placed back on to release to the Building and Standards <br />Commission. He asked if the City could send a Commissioner to the <br />conference in New Orleans on October 16-20th for the traditional building <br />exhibition. <br /> <br />7.
