<br />MINUTES <br />REGULAR MEETING <br />PLANNING AND ZONING COMMISSION <br />CITY OF PARIS - CITY HALL <br />COUNCIL CHAMBERS <br />107 E. KAUFMAN STREET <br />PARIS. TEXAS <br />MONDAY. NOVEMBER 5. 2007 <br />5:30 O'CLOCK P.M. <br /> <br />1. The regular meeting of the Planning and Zoning Commission on Monday, <br />November 5, 2007, was called to order at 5:30 p.m. by Reeves Hayter. <br /> <br />A. The following members were present: <br />Reeves Hayter, Chairman <br />Curtis Fendley, Vice-Chairman <br />Bobby Myers <br />Barbara Forrest <br />Richard Hunt <br />Brad Archer <br />Benny Plata <br /> <br />B. The following members were absent: <br />Fran Neeley <br />Darin Manning <br /> <br />C. Lisa Wright, Community Development Director, was also present. <br /> <br />2. Approval of minutes from previous meetings. Motion to approve the minutes <br />of the October 1, 2007, and October 9,2007, meetings was made by Curtis <br />Fendley, seconded by Benny Plata. Motion carried 7-0. <br /> <br />Motion was made by Barbara Forrest, seconded by Richard Hunt to recuse <br />Reeves Hayter. Motion carried 6-0. <br /> <br />3. Public Hearing to consider the petition of Omega Healthcare Investors for a <br />change in zoning from an Agricultural District (A) to a Multiple-Family <br />Dwelling District No.2 (MF-2) on a 6.5708 acre tract of land, being a part of the <br />Reddin Russell Survey, Abstract No. 786, and being number 2885 Stillhouse <br />Road. <br /> <br />The public hearing was declared open. <br /> <br />A. The following individuals spoke in favor of the petition. <br /> <br />John Griffin, Omega Healthcare, spoke in favor of the petition. This <br />building will replace the skilled nursing facility at Stone and Lewis. It <br />will have 120 beds, and they will transfer residents from their old facility <br />when the new building is completed. <br /> <br />Thomas E. Haynes, seller, spoke in favor of the petition. Mr. Haynes <br />stated this will be an asset to the area. There is a Senior apartment <br />complex across the road and an assisted living and hospital in the <br />vicinity. The property is currently zoned Agricultural, so this change in <br /> <br />II <br />
