ORDINANCE NO. 2007-045: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS TO REZONE A PART OF LOT 5, CITY BLOCK 181, CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A MULTIPLE-FAMIL YDWELLING DISTRICT NO. I (MF-I) TO A MUL TIPLE-F AMIL Y DWELLING DISTRICT NO. 1 (MF-l) WITH A SPECIFIC USE PERMIT (5) CEMETERY OR MAUSOLEUM DIRECTING A CHANGE ACCORDINGL Y IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SAVINGS CLAUSE, A SEVERABILITY CLAUSE, A PENAL TY CLAUSE, AND AN EFFECTIVE DATE. Mayor Free1en opened the public hearing and asked for anyone speaking in favor of this item to do so. Tim Davenport, Pastor for Central Presbyterian Church, 309 S. Church Street, Paris, Texas, spoke in support ofthis item. Also, speaking on behalf of the Church and in support of this item were Sybil Colson, 819 Lamar Avenue, Paris, Texas, and Dane Lair, 3055 Aspen Drive, Paris, Texas. Mayor Freelen asked for anyone speaking against this item to do so. With no one else speaking, Mayor Freelen closed the public hearing. ORDINANCE NO. 2007-046: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING THE SITE PLAN FOR A PLANNED DEVELOPMENT DISTRICT - RETAIL SHOPPING CENTER (PD-a), PREVIOUSL Y ESTABLISHED BY THE ENACTMENT OF ZONING ORDINANCE NO. 96-039, FOR LOT 4, BLOCK 8, SPRINGLAKE ADDITION; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. Mayor Free1en opened the public hearing and asked for anyone speaking in favor of this item to do so. A.W. Clem, 100 N. Main, attorney for the Chans, spoke in support ofthis item. Mr. Clem said this requested zoning change had been sent back to the Planning and Zoning Commission and they approved it. He told Council the building would house a frame shop and office space. Mr. Clem said there would be no donut shop, nor a sliding window, but there would be an exit onto 28th N.E. Street. Council Member Wilson expressed concern about the back parking lot being a driveway and the ability to get in and out of one of the parking spaces without driving on the grass.
