REGULAR MEETING OF THE CITY COUNCIL, CITY OF PARIS December 10,2007 The City Council of the City of Paris met for a regular session at 5:00 P. M. Monday, December 10,2007, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. Present: Mayor: Jesse James Freelen Council Members: Will Biard; Mary Ann Fisher; Don Wilson; Stephen Brown; Kevin Gray; and Bill Strathern, Mayor Pro Tern City Staff: Kevin Carruth, City Manager; Kent McIlyar, City Attorney; Janice Ellis, City Clerk; Gene Anderson, Finance Director; Shawn Napier, City Engineer; Lisa Wright, Community Development Director; Karl Louis, Police Chief; Bob Hundley; Assistant Police Chief, Kent Klinkerman, EMS Director; Ronnie Grooms, Fire Chief; and Doug Harris, Interim Director of Utilities 1. Call meeting to order. Mayor Freelen called the meeting to order at 5:03 p.m. 2. Pledge of Allegiance and invocation. Gene Anderson gave the invocation and Council Member Biard led the pledge. 3. Convene in Executive Session pursuant to Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive advice of legal counsel pertaining to pending or possible litigation and to receive advice of counsel pertaining to pending or possible litigation and to receive advice of legal counsel pursuant to the duty of an attorney to his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar ofT exas, regarding the following matters: A. To receive Attorney advice on Memorandum of Understanding pertaining to Lake Pat Mayse water. B. To receive Attorney advice on pending litigation, City of Paris v.
