4. Discussion of and possible action on recommending provisions related to <br />demolition by neglect and/or the adoption of the International Property <br />Maintenance Code. Paul Denney stated that we need to make some sort of <br />provision for moth balling historic buildings, because it is not allowed as <br />written currently. Arvin Starrett stated that this will meet our needs because <br />it addresses demolition by neglect in inhabited or vacant buildings. Paul <br />Denney stated that the biggest problem we have is the syndrome that "I own <br />it, I can't afford to fix, and you can't tell me to fix." Arvin Starrett stated that <br />manysubstandard buildings are held by people of ineans, so that can't always <br />be an argument. Motion was made by Ben Vaughan, seconded by Jerry Raper <br />upon procedural review by City Attorney, to draft a resolution recommending <br />adoption of the International Property Maintenance Code in the Historic <br />Districts.
