Pete Kampfer stated that there will be no lights along the strip for pilots, and <br />Jerry Richey stated that the runway will be parallel to 17/35, so those lights <br />will help. Jack Ashmore stated that he is concerned about the traffic pattern. <br />Lisa Wright said she thought there might be drainage boxes in that area, so <br />that could be an issue. She also asked if there were any special maintenance <br />requirements for grass strips that would require the City mowing crew to <br />spend more time taking care of it. Glen Chapman stated he thought that there <br />were no drainage boxes in this area, so the City can mow it like it would <br />anything else. Jae Crowell said that there was no finish work necessary, but <br />the strip will need to be rolled two to three times a year and they will roll it. <br />Jerry Richey asked how do you designate borders? Pete Kampfer stated they <br />usually use a row of lights. Pete Kampfer said he will vote for this contingent <br />on it costing the City nothing. Andy Fasken asked if the City puts the runway <br />out there and we don't mow as often as we should, would there be liability to <br />the City. For example, what if someone landed in a rut, and since the City is <br />providing the runway, aren't we responsible for ensuring its maintenance, so <br />could we be held liable? He stated that someone with the City needs to be <br />responsible for overseeing the grass strip. He said the City needs to maintain <br />all of the airport. <br />Pete Kampfer asked how often the strip would be used. He said we would <br />need a 3000' foot strip, and it would need to be used at least 50 times a month. <br />Jerry Richey stated that the strip would be valuable for emergency landings, <br />because planes can land on it when there is snow or ice on the runway. Andy <br />Fasken stated there are 5 C-19s at the airport. Lisa Wright advised that she <br />would need Jae to bring her a maps showing the exact location of the <br />proposed strip so that Engineering can ensure it doesn't cross over any <br />drainage boxes. <br />Motion was made by Pete Kampfer, seconded by Bill Copeland, to recommend <br />that the City install a 3000' grass landing strip to be maintained by Airport <br />personnel. Motion carried 8-0. <br />5. Airport Manager's Report: <br />A. Private T-hangar construction. Jerry Richey stated he spoke with Mark <br />Cunningham, and the cost will be $400,000.00 plus. He can't make any <br />money with that cost so he doesn't want to do it. They are now back to <br />square one. <br />6. Request for future agendas. Air show. <br />7.
