The Historic Preservation Commission meeting was called to order by Arvin <br />Starrett, Chairman. <br />A. The following members were present: <br />Arvin Starrett, Chairman <br />Ann Rogers <br />Paul Denney <br />Susan Scholz <br />Nancy Partridge <br />Ben Vaughan, Alternate <br />Jerry Raper, Alternate <br />The following members were absent: <br />Pike Burkhart, Vice Chairman <br />Sharron Nabors <br />B. Also present was Lisa A. Wright, Historic Preservation Officer. <br />2. Consideration of and action on the following Certificate of Appropriateness: <br />A. 120 E. Kaufman/135 1st Street S.E. - City of Paris -Todd Varner stated <br />that the City Manager had asked him to present security issues to the <br />Commission because we are having issues with vandalism in the <br />parking lot. The current mercury vapor lights are not bright enough for <br />cameras to pick up activities, so we would like to replace with low <br />pressure sodium lights that are more efficient. The second issue is to <br />install a fence along the alley with a small fence on the east side of <br />dumpster and a fence running north and south between the buildings <br />to secure the generator and to stop pedestrian traffic, with a gate to <br />access the generator. Fencing materials will consistof clearcedarwith <br />a flat top. <br />Paul Denney stated that the fence looks good and he would approve <br />that; however, he has a problem with wall pack light fixtures. They're <br />blinding, and there are better alternatives than shooting light at cars. <br />Todd Varner stated LPS lights have anorange/yellow tint that is not that <br />blinding. We will have two lower watt lights instead of one really bright <br />one. <br />Arvin Starrett stated that he had researched across the country <br />regarding security lights and most districts forbade LPS lights or <br />anything else where the light is visible. He further stated he personally <br />preferred to light the lots with the same lights that surround the Plaza. <br />The City should lead by example, and he said he didn't feel comfortable <br />approving the source of lighting or the container presented, and it <br />shouldn't be attached to a historic building. He stated the City should <br />disguise the light source. Paul Denney added that wall packets are <br />actually counter-productive. <br />
