Todd Varner stated that we need enough light on the parking lot to <br />address the safety issue. Arvin Starrett stated that it just needs to be <br />something appropriate. Ann Rogers asked if sodium was the only kind <br />that gives enough light? Todd Varner stated that it's the best <br />alternative to give enough light without being too bright. The current <br />lights wash out the color of clothing on video. Paul Denney stated <br />metal halite is the most efficient next to the sodium. There are sodium <br />lights on the Plaza, probably because of TXDOT. He recommended <br />finding a modern fixture that looks similar to those on front of the <br />Council building. Arvin Starrett asked him to look into light posts. <br />Paul Denney stated that, if they must be on the building, come back <br />with bracket lights, frosted, vandal resistant lenses, polycarbonate, <br />metal halite. Mr. Denney further stated he discourages a wall pack. <br />Motion was made by Susan Scholz, seconded by Jerry Raper, to <br />approve the COA for the fence and deny the lights. Motion carried 7-0. <br />Motion was made by Paul Denney, seconded by Susan Scholz, to <br />recuse Ben Vaughan. Motion carried 6-0. <br />B. 801 Church Street -Ben Vaughan, Motion was made by Paul Denney, <br />seconded by Jerry Raper, to approve the COA as presented. Motion <br />carried 6-0. <br />Motion was made by Ann Rogers, seconded by Susan Scholz, to return <br />Ben Vaughan to the meeting. Motion carried 6-0. <br />3. Consideration of and action on awarding the following facade grant. <br />A. 306 Clarksville Street -Adkins United Finance, Disregard, not in the <br />district. <br />4. Discussion of and possible action on recommending amendments to the <br />Historic Preservation Ordinance pertaining to exterior property maintenance <br />of all buildings and the permitted uses of vacant buildings within the historic <br />districts. <br />Motion was made by Ben Vaughan, seconded by Susan Scholz, to remove this <br />item from the table. Motion carried 7-0. <br />Arvin Starrett stated that he would like to use Aiken, South Carolina, as an <br />example with a couple of revisions. It is concise, clear, and easy. Paul <br />Denney stated that he liked one key thing - it does not get into the use of a <br />structure. Mr. Denney further stated he didn't think being vacant and used for <br />storage was necessarily a threat to building, sometimes the wrong tenant is <br />worse. We still have a long road, and he's more interested in having the roof <br />fixed than how they are using the building. Ann Rogers asked which <br />provisions would govern the historic district and which would be city wide. <br />Arvin Starrett stated that, coming from this committee, it will focus on the <br />historic district only. This is worded concisely enough to show that. Motion <br />was made by Paul Denney, seconded by Susan Scholz, to recommend the <br />Aiken rules to the Task Force for implementation in the historic districts. <br />Motion carried 7-0. <br />
