and concentrate on trying to identify and arrest the person who did that one <br />crime. Proactive investigations concentrate on offenders. While they may be <br />assigned some cases for follow-up, their primary activity is identifying offenders, <br />and conducting operations to prevent offenses and arrest suspects. There are <br />currently six reactive investigators in CID who conduct follow-up on offenses. <br />Their workload appears to be slightly lower than most other agencies but this is <br />due to the Class B investigations being assigned to Patrol. In most cities, Class B <br />cases are assigned to reactive investigators in CID and receive very little <br />attention if any at all. The number of reactive investigators is consistent with <br />other cities given the city's crime rate. No change in staffing is currentfy <br />recommended unless a vacancy should occur. Should a vacancy occur, the <br />position should remain unfilled until the Division Commander has the opportunity <br />to develop agency specific workloads for all CID positions and evaluate the use <br />of a non-sworn investigator. <br />Proactive investigators include three sworn positions in Narcotics, two in <br />Felony Crimes Task Force, and two in an Auto Theft Task Force. All of these <br />positions handle some follow-up investigations but their proactive operations are <br />without question beneficial to the City. Three is the absolute minimum needed if <br />you are going to operate a proactive narcotics program. Narcotics investigations <br />are extremely dangerous and two officers should always be used in field <br />investigations. Three is the minimum number to ensure at least two are available <br />every day for field work. The two Auto Theft personnel are paid for entirely by <br />the State's Auto Theft Prevention Authority. While there is no question of their <br />benefit, should the funding for these positions cease, one investigator should be <br />sufficient to conduct follow-up on Paris offenses. The Felony Crimes Task Force <br />is similar in nature and likely even more beneficial due to the ability to assign <br />serial investigations to this unit. Both of these positions are grant funded. Again, <br />however, should grant funding cease, a serious evaluation should be conducted <br />to see if the positions should be continued or major investigations funded in an <br />overtime capacity. <br />Page 9 <br />
