The Services Division has one sworn Lieutenant as Division Commander <br />and one Sergeant who supervises the daily operations of the Animal Control <br />function as well as manages the Property and Evidence function and provides <br />polygraph services for Criminal Investigations. One Police Officer serves as <br />Warrant Officer and serves municipal warrants as well as County and District <br />Court warrants. These positions are appropriate and no staffing changes are <br />recommended here. <br />In summary, the analysis has shown that the department is at present <br />staffed efficiently and may need additional staffing in the future if response time <br />and crime control is a priority for the city. The patrol function appears slightly <br />understaffed if the agency is seeking a community policing model and wanting <br />patrol officers to conduct credible follow-up investigations on minor (Class B) <br />crimes. Reactive investigators in CID appear to be appropriately staffed given <br />the current method of assigning cases for follow-up investigation. The new case <br />management system included as part of the newly purchased Records <br />Management system will make management of this function more efficient and <br />may lead to staffing efficiencies not currently identified. The Task Force Officers, <br />which are provided at little or no cost to the city, have assisted in handling cases <br />that would normally be assigned to reactive investigator and have allowed these <br />investigators more time on each of their assigned cases. <br />While the patrol staffing model shows a need for additional patrol officers, <br />no specific recommendations for staffing changes are made at this time because <br />of the lack of agency specific data in the staffing models and workload decisions. <br />Prior to beginning this project, it was believed that more definitive results would <br />be possible. Without accurate data however, definitive results cannot be <br />provided. This data will not be available until after the new CAD and RMS <br />software has been installed and operating for a period of time.
