These total expenditures are also open to <br />some interpretation as one city may be low due to vacancies during the year or <br />council imposed financial restrictions, where other cities may be high due to <br />having to use overtime to maintain minimum staffing or respond to more calls <br />due to citizen expectations. <br />Chapter 8 SUMMARY AND CONCLUSIONS <br />Previous City Council decisions have staffed the department at the <br />present level and appear to have done so with both accurate and convincing <br />information.
