Chapter 7 COMPARATIVE ANALYSIS OF SELECTED CITIES <br />At first glance, the total number of sworn officers in the comparison cities <br />may seem to indicate that Paris may be overstaffed. This is not the case when <br />you consider that ten officers on the department are fully paid for by outside <br />entities and the city gets the benefit of these officers at little or no cost. If funding <br />for these positions were to stop, the department would be faced with either <br />cutting these services or adding staff to continue to function in these areas. The <br />outside funded positions are job specific and they receive funding only for the job <br />they are currently doing. They cannot be transferred to patrol or CID and used to <br />reduce city expenditures. <br />Total Officers by City <br />70 <br />eo <br />50 <br />40 <br />30 <br />20 <br />10 <br />0 <br />Paris Denison Greenville Marshall <br />Marshall is the only other city with any officers assigned to task forces. <br />Denison and Marshall do not have School Resource officers. Greenville has two <br />School Resource Officers, but only receives 50 percent of their salary from the <br />school district. Denison, Greenville and Marshall Police Chiefs are currently <br />asking their Councils for at least two additional sworn officer positions. In many <br />Page 42 <br />
