The estimates made <br />were conservative compared to the times actually encountered in other agencies <br />but these may be different in Paris. When the new CAD system has been <br />operational for six months or more, the data should be sufficient to glean more <br />accurate times for use in the model and an updated analysis can be done. The <br />model is provided on disk for future use by the department and Law Enforcement <br />Management Services will assist as needed or requested by the department. <br />With three high schools and three middle schools in the city, there is no <br />change recommended for the number of School Resource Officers. <br />Criminal Investigations <br />The number of reactive investigators in Criminal Investigations Division <br />(six), is not unreasonable. The current caseload per detective is slightly lower <br />than national benchmarks but this is because Class B misdemeanors are <br />assigned to Patrol instead of CID for follow-up. This appears to be a very <br />workable system and is in use in a number of smaller cities and the only national <br />benchmarks are for cities where cases are only assigned to CID. It is also <br />difficult to argue with the unit's success. Both of the cities studied which dedicate <br />the most resources to CID have the highest clearance rates for Index crimes. <br />Agency specific benchmarks should be developed internally. The lack of <br />automated on-going case management information which measures both <br />workload and success by month for each investigator makes it difficult to <br />establish a local benchmark for the various investigators. Because each <br />investigator works different types of crimes, and different crimes require different <br />amounts of work, each will have their own benchmark. All respected sources in <br />the industry today believe that each agency must develop their own investigative <br />workload based on the experience and expectations within that agency. This will <br />be greatly facilitated by the case management system in the new Records <br />Management system. Until those target workloads are established, no change <br />Page 45 <br />
