should be made in the current staffing unless a position is vacated for other <br />reasons. In that event, the position should remain open until workload targets <br />are determined and an analysis of need conducted. <br />The Auto Theft Task Force officers are paid for by a grant from the Texas <br />Auto Theft Prevention Authority. All auto theft cases as well as Burglary of Motor <br />Vehicle cases are currently assigned to these officers for follow-up. They work <br />throughout the region as auto theft is seldom just a local problem. The officers <br />also conduct proactive investigations and surveillance activities as do similar task <br />forces around the state. No change in staffing is recommended unless the grant <br />funding fails. Should this occur, one reactive investigator should be sufficient for <br />follow-up of all auto thefts and Burglary of Motor Vehicle offenses in Paris. <br />There is currently one Sergeant and two officers assigned to narcotics <br />enforcement. In prior years the State funded numerous regional narcotics task <br />forces. Due to the elimination of funding for these task forces, narcotics <br />enforcement in smaller Texas cities has reverted to the local agencies. Since <br />most of the other agencies in Lamar and adjacent counties are too small to have <br />dedicated narcotics officers, the department must be able to address problems <br />throughout the area which will manifest themselves most prominently in the city <br />of Paris. Three officers is a minimum to ensure that officers have a partner <br />working with them every day they work the field. No change in this staffing is <br />recommended. <br />The Felony Crimes Task Force officers are also fully funded by state grant <br />funds and work with other agency officers as well as the department's narcotics <br />officers on major felony offenses. While reactive detectives are typically "case <br />oriented," Felony Crimes officers are often "offender oriented." Tracking and <br />monitoring known offenders as well as investigating cases can have a <br />tremendous impact on the crime rate. No change is recommended in this <br />staffing as long as the positions remain grant funded. Should these funds be <br />Page 46 <br />
