Regular City Council Meeting <br />April 14, 2008 <br />Page 9 <br />6 ayes - 0 nays. <br />Gene Anderson reported that between the years 2001 and 2004 the City had a $4.5 million <br />deficit. Mr. Anderson also reported that between the years 2005 and 2007, the City had a surplus of <br />$8.4 million dollars. Mr. Anderson stated in previous years the City had been supporting the water <br />and sewer fund by using the general fund, because the City had not taken adequate action to keep its <br />revenues at the level they should have been. He went on to say that three water and sewer bond issues <br />would be paid off by December 2011, and at that time there would be approximately $2.2 million <br />dollar savings. <br />30. AN ORDINANCE OF THE CITY OF PARIS, TEXAS, AMENDING ARTICLE VII, <br />CHAPTER 7, HISTORIC PRESERVATION, OF THE CODE OF ORDINANCES OF THE <br />CITY OF PARS, TEXAS BY ADDING A NEW SECTION 7-160.1, REDUCED FEES FOR <br />HISTORIC LANDMARK AND HISTORIC DISTRICT PROPERTY PROVIDING FOR A <br />FIFTY PERCENT (50%) REDUCTION IN ALL REQUIRED BUILDING, ELECTRICAL, <br />PLUMBING, GAS, SIGN AND ZONING FEES AND AT-COST WATER AND SEWER <br />TAPS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />PROVIDING A REPEALER CLAUSE AND SEVERABILITY CLAUSE; AND <br />DECLARING AN EFFECTIVE DATE. <br />Lisa Wright told Council the purpose of this ordinance was to encourage restoration and <br />rehabilitation within the historic districts. Ms. Wright stated there was not very much work taking <br />place in the historic districts, because the type of work for historic preservation was generally more <br />expensive. <br />Council Member Strathern said it was not fair and equitable for a certain part of the City to <br />be offered incentives, when other parts of the City might be in more dire need of incentives. Council <br />Member Strathern questioned if he owned property in the historic district, would he recuse himself. <br />Council Member Biard said if Council Member Strathern was going to suggest that, that he needed <br />to recuse himself. <br />A Motion to recuse Council Member Biard from the meeting was made by Council Member <br />Wilson and seconded by Council Member Brown. Motion carried, 5 ayes - 0 nays. Council Member <br />Biard left the room. <br />A Motion to approve this item was made by Council Member Wilson. Motion failed for lack <br />of a second. <br />A Motion to return Council Member Biard to the meeting was made by Council Member <br />Strathern and seconded by Council Member Brown.
