Michael Hammer, 925 Bunker - inquired if the committee was going to address regulation <br />of storage and placement of recreational vehicles. Mayor Freelen told him they would not reach it <br />on this Agenda. Mayor Freelen said he would make sure the newspaper got the information for the <br />next meeting. <br />James Martinez, 820 47th Street S.E., Alec Outdoor Sign Company - encouraged the City <br />to consider a moratorium for five years with regard to building of new billboards. <br />6. Discussion of and possible action on recommending revisions to the ordinance regulating <br />billboards, off-premise signs, and temporary signs. <br />Chairman Wilson said he would like for the Task Force to follow their regular procedure by <br />starting at the beginning of the ordinance and working through each section. Chairman Wilson <br />referred the Task Force to the Billboard and Off-Premise and Temporary Sign Ordinance (Draft 1). <br />He explained that everything underlined on pages 1 through 8 had been added to the ordinance. <br />Mayor Freelen inquired about neon signs in windows. Bee Garmon said they were covered <br />under electric signs on page three. Lisa Wright said a permit was not required if tl~e sign was placed <br />in the window and it did not cover more than thirly percent of the window. <br />Chairman Wilson asked for discussion regarding Section 28-9(0) regarding cloud buster <br />balloons and air devices. Bee Garmon said she did not see anything wrong with these type of <br />devices. Mayor Freelen said he did not want to take this privilege away from businesses. John <br />Fuston and Don Taylor discussed height and time restrictions. John House said he did not see a <br />problem with having these type of devices. Cheryt Moore said they should be allowed on a <br />temporary basis. Pete Kampfer said research needed to be done to find out what other communities <br />were allowing and how they were addressing liability issues with the owner. Chairman Wilson <br />asked Lisa Wright to do research and bring it back to the Task Force. He also asked her to insert a <br />definition for temporary. <br />Next, the Task Force discussed (p), moving signs, and subsequently decided to put this item <br />on hold until they had better definitions. It was a consensus of the Task Force to approve item (q). <br />Chairman Wilson moved to Section 28-10.1. He explained that in the past people had rented <br />temporary signs but kept them for an unlimited time. Chairman Wilson said this section clarifies <br />a temporary sign. A Motion to make the signs temporary was made by John Fuston and seconded <br />by Bee Garmon. <br />Council Member Strathern left the meeting at 6:10 p.m. <br />There was additional discussion about limiting a temporary sign to four times per year and <br />limiting one sign per shopping center. In addition the Task Force ask for clarification of (I) A-frame <br />signs. Lisa Wright explained that a person would initially have to get a permit, but could take the <br />sign down every night.
