Council Member Biard inquired about holiday decorations as they related to inflatable <br />devices. Lisa Wright said they could add an exception to the section dealing with holiday <br />decorations. Subject to the changes, John Fuston made a Motion to approve this section and Bee <br />Garmon seconded the Motion. The Motion carried unanimously. <br />Chairman Wilson moved to Section 28.11 dealing with billboards. He explained they could <br />ban billboards or allow billboards with new regulations. <br />Carlos Sterling said there were blank billboards owned by national companies awaiting for <br />lifting of the moratorium. He said that he and James Martinez were the only local owners of <br />billboards and that he thought they should place a five year moratorium on new billboards. Pete <br />Kampfer said to do so would be shutting down free enterprise. Don Taylor agreed with Pete <br />Kampfer. City Attorney Kent McIlyar said the City should use a moratorium as a holding position <br />to gather research. He went on to say they should not use a moratorium for the purpose of banning <br />billboards. He said, if they want to ban billboards, just ban them. <br />Cheryt Moore referenced sub-section (2) under permits required and inquired about other <br />cities. Pete Kampfer said he would like to review how other cities handle this item.'Lisa Wright will <br />do research and bring back information to the Task Force. Ms. Wright said that she would also <br />bring back a map reflecting current placement of billboards, vacant billboards, and allowable <br />locations for billboards. The Task Force discussed designation of scenic areas. <br />7. Adjourn City Council meeting. <br />There being no further business of the City Council, a Motion to adjourn was made by <br />Council Member Biard and seconded by Council Member Wilson. Motion carried unanimously. <br />The meeting was adjourned at 7:00 p.m. <br />Chairman Wilson asked for a Motion to adjourn the Task Force Meeting. Lisa Wright asked <br />for approval of the minutes prior to adjournment. <br />Approval of minutes from previous meetings. (April 8, 2008) <br />A Motion to approve the minutes was made by Bee Garmon and seconded by Pete Kampfer. <br />Motion carried unanimously. <br />9. Continued discussion of and possible action on recommending revisions to the ordinance <br />regulating large animals within the city limits. <br />The Task Force did not reach this item. <br />10.
