Motion was made by Ben Vaughan, seconded by Pike Burkhart, to send all <br />structures to the Building and Standards Commission for demolition since <br />they cannot be rehabilitated nor do they have significant historical value. <br />Motion carried 7-0. <br />5. Discussion of and possib/e action on recommending amendments to the <br />Historic Preservation Ordinance pertaining to exterior property maintenance <br />of all buildings and the permitted uses of vacant buildings within the historic <br />districts. Lisa Wright explained why this is necessary. Pike Burkhart stated <br />that the information provided to them is on the right track. Several <br />commissioners stated they were not ready to discuss this item yet. Motion <br />was made by Ann Rogers, seconded by Paul Denney, to table. Motion carried <br />7-0. <br />6. Discussion of and possib/e action on recommending amendments to the <br />Historic Preservation Ordinance to allow for administrative approval of <br />various items. Arvin Starrett stated he is hesitant to act on this until the <br />design guidelines have been completed. Motion was made by Pike Burkhart, <br />seconded by Nancy Partridge, to table until the guidelines are completed. <br />Motion carried 7-0. <br />8. Discussion of and possible action on the definition of inechanical <br />screens/screening as it re/afes to historic properties; separating its inclusion <br />in the Design Guidelines from those items pertaining to fencing or re/ated <br />structures. Arvin Starrett stated that we need a definition of inechanical <br />screening to separate it from the fencing ordinance. Screening HVAC units <br />is an example of what we might need to address. Paul Denney stated that it <br />is an absolute must to make a distinction with more stringent fresh air <br />requirements. Arvin Starrett said we may have set precedent in the Nielson <br />property by allowing space for air. Arvin Starrett further stated mechanical <br />equipment screens shall not be considered fencing, and should be <br />considered by commissioners on a case by case basis. Arvin Starrett asked <br />Lisa to come back to the next meeting with a section on fencing and <br />mechanical screening. <br />7. Consideration of and possib/e action on requesting the assistance of <br />ArchiTexas to p/an the hisforically accurate and architecturally feasib/e <br />restoration of the exterior facade of The Grand Theafer. Arvin Starrett stated <br />that the Downtown Merchants Association is avid in its feelings to start fund- <br />raising efforts for The Grand. Their focus is for the outside only, and he said <br />he had multiple concerns about the structure in general. Mr. Starrett further <br />stated he is concerned that people won't give twice when additional funds are <br />needed to complete the inside. Motion was made by Pike Burkhart, seconded <br />by Nancy Partridge, to approve requesting assistance, with the requirement <br />that no work can commence on the interior or remainder of the exterior of the <br />building until a multi-phase plan is completed. Motion carried 7-0. Lisa <br />Wright advised the Commission that, should ArchiTexas bid too much, she <br />would seek other bids. <br />9. Request items for future agendas.
