MINUTES <br />JOINT WORK SESSION <br />CITY COUNCIL <br />AND <br />CITY COUNCIL TASK FORCE ON CODE ENFORCEMENT <br />107 E. KAUFMAN STREET <br />PARIS, TEXAS <br />TUESDAY, MAY 20, 2008 <br />Call City Council meeting to order and roll call. <br />Mayor Freelen called the meeting to order at 5:30 p.m. <br />Council Members present were Joe McCarthy, Council Member-District 1, Kevin Kear, <br />Council Member-District 2, Stephen Brown, Council Member-District 4; Will Biard, Council <br />Member-District 5; Edwin Pickle, Council Member-District 6; and Bill Strathern, Council Member- <br />District 7. <br />2. Call City Council Task Force on Code Enforcement to order and roll call. <br />Chairman Wilson called the meeting to order at 5:30 p.m. <br />Committee Members present were Council Member Will Biard, Council Member Stephen <br />Brown, Jim Lassiter, Don Taylor, John House, Jerome Pipkins, Pete Kampfer, Bee Garmon, Marilyn <br />Bellevance, John Fuston, Bruce Frazier, and Zachary Saffle. Committee Member Jerry Rose was <br />absent. <br />Also present were Kevin Carruth, City Manager; Kent McIlyar, City Attorney; Lisa Wright, <br />Director of Community Development; Janice Ellis, City Clerk; Karl Louis, Police Chief; Bob <br />Hundley, Assistant Police Chief; Shawn Napier, Engineer; and Ronnie Grooms, Fire Chief. <br />3. Invocation. <br />Mayor Freelen moved to item 5, because the invocation and pledge were given during the <br />City Council meeting. <br />4. Pledge of Allegiance. <br />Discussion of and possible action on recommending revisions to the ordinance regulating <br />billboards, off-premise signs, and temporary signs. <br />Chairman Wilson referred the Committee to Section 28-10. 1 (a)(1) and asked for opinions <br />regarding the maximum number of days that should be allowed for a temporary sign. Several <br />members favored twenty-one days as opposed to fifteen days. Don Taylor inquired as to whether <br />Page 1 of 4 <br />- 00(1015 <br />
