Deliberate on drainage ditch maintenance report. <br />Council Member Kear inquired about the procedure for determining priority of the work <br />orders. Shawn Napier said they were reviewing the works orders and in the process of reviewing and <br />determining where heavy equipment was needed. He further said they had a company come and spray <br />ditches and the company would be back in Paris to spray more ditches. Council Member Brown <br />wanted to know about the ditches behind and on the side of Ms. Doyal's property. Mr. Napier said <br />those ditches had been sprayed and staff was in the process of determining the labor needs to get the <br />ditches cleaned out. Mayor Pro Tem McCarthy asked for clarification on the priorities. Mr. Napier <br />said the first nine or ten work orders were the priorities, because those were places where water was <br />getting into houses. Mr. Napier also stated they were going through the list to determine what could <br />be done right away. Council Member Strathern wanted to know when the determination would be <br />made. Shawn Napier estimated the end of July or first part of August. Mayor Pro Tem McCarthy <br />requested that the process be expedited. Council Member Brown said cleaning out the ditches needed <br />to be a priority. <br />11. Deliberate on update of Casa Bonita Apartments demolition project. <br />Council Member Kear asked if the wet method was approved by EPA. Lisa Wright answered <br />in the affirmative. Mayor Pro Tem McCarthy said it was difficult to believe there was still asbestos <br />in the buildings after many years and for that reason wasn't satisfied with the studies done. Lisa <br />Wright said the buildings could be torn down, but the City had to follow state and federal regulations. <br />Regular Agenda <br />12. Public Hearing to receive requests from non-profit organizations for fiscal budget year 2008- <br />2009 for the City of Paris. <br />The City Council heard presentations and requests from the following non-profit <br />organizations: Dr. Hayden, Lamar County Historical Society; Bradley Scott, American Red Cross; <br />Angela Crawford, Children's Advocacy Center; Sharon Eubanks, Court Appointed Special Advocates <br />for Kids; Susan Erwin, East Texas Council on Alcoholism & Drug Abuse; Tanteta Hilliard, Lamar <br />County Human Resources Council; and Cindy Bowlin, Models of the Maker. <br />13. Deliberate on an ordinance amending Chapter 30 to decrease or repeal the $20,000.00 <br />residence homestead exemption of ad valorem taxes for persons sixty-five years of age or <br />older and disabled. <br />- 000004 <br />
