Deliberate on an ordinance adopting a new section to the existing Code of Ordinances of the City of Paris, Texas relating to establishment of a limit on taxes for qualifying individuals pursuant to Article 8, Section 1-b(h) of the Texas Constitution and Texas Tax Code Section 11.261. Council Member Strathern said the people who signed the petition wanted to vote on this issue. Council Member Pickle asked that a resolution calling an election on this issue be brought to the next meeting. Kevin Carruth told Council the Secretary of State establishes the election calendar with accompanying deadlines and it had not yet been published for the November 4`h election. Janice Ellis informed Council she had spoken with two attorneys in the Elections Department and was advised that the calendar was expected to be posted on their website by the end of the week. Council Member Biard asked that an ordinance be brought to the Council as an action item, because it may be the will of the Council to go ahead and pass it. Council Member Biard said he was asking for that option. 15. ORDINANCE NO. 2008-019: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING THE EXISTING GAS FRANCHISE ORDINANCE BETWEEN THE CITY OF PARIS, TEXAS AND ATMOS ENERGY CORPORATION TO PROVIDE FOR A FIVE PERCENT FRANCHISE FEE; PROVIDING FOR ACCEPTANCE BY ATMOS ENERGY CORPORATION; AND FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS ORDINANCE IS PASSED IS OPEN TO THE PUBLIC AS REQUIRED BY LAW; AND PROVIDING AN EFFECTIVE DATE. Subject to the word predecessor being changed to successor, if needed, a Motion to approve this item was made by Council Member Brown and seconded by Council Member Kear. Motion carried, 6 ayes - 0 nays. 16. Deliberate on goals and objectives for the City of Paris. Council Member Strathern asked that this item be placed on the next Agenda immediately following the Consent Agenda. Kevin Carruth said he would like to have a special meeting on June 30`h to begin the budget process and inquired if Council Member Strathern would like deliberate on goals and objectives at that time.
