SPECIAL MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />June 30, 2008 <br />The City Council of the City of Paris met for a special session at 6:00 P. M. Monday, June 30, <br />2008, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor : Jesse James Freelen <br />Council Members: Joe McCarthy; Kevin Kear; Stephen Brown; <br />Edwin Pickle; and Bill Strathern <br />City Staff: Kevin Carruth, City Manager; Kent McIlyar, <br />City Attorney; Janice Ellis, City Clerk; Gene <br />Anderson, Finance Director; Kent Klinkerman, <br />EMS Director; Karl Louis, Chief of Police; and <br />Doug Harris, Interim Director of Utilities <br />Absent: Council Member: Will Biard <br />Opening Agenda <br />1. Call meeting to order. <br />Mayor Freelen called the meeting to order at 5:21 p.m. <br />2. Invocation. <br />Council Member Strathern gave the invocation. <br />3. Pledge of Allegiance. <br />Council Member Kear led the pledge. <br />Regular Agenda <br />4. Deliberate on goals and objectives for the City of Paris. <br />Mayor Freelen referenced the packet Council Members received from Council Member <br />Strathern and turned the meeting over to Council Member Strathern for his presentation to Council. <br />Council Member Strathern said the Paris Public Opinion Survey conducted a couple of years <br />ago was to find out what people wanted and that the City should use that survey do develop a ten year <br />strategic business plan. Council Member Strathern further said they had hoped to get 1,000 responses <br />to the survey, but actually received 2,500 responses. Council Member Strathern reviewed and <br />explained the City of Paris Public Opinion Survey. (See attached Exhibit "A" incorporated herein) <br />~~~~~i~ / <br />
