Regular City Council Meeting <br />June 30, 2008 <br />Page 2 <br />There was discussion about the possibility of conducting another survey, because some changes had <br />taken place since the last survey. <br />Next, Mayor Freelen inquired of Council about their goals and where they wanted the City <br />to be in ten years. Council Member Strathern said they needed to make a plan in order for the City <br />to progress. Mayor Freelen agreed. Council Member McCarthy inquired about the process of making <br />a ten year plan, because over a period of time things change. Council Member Pickle said they would <br />have to address one year at a time and future Councils may have to make changes to the plan. <br />Mayor Freelen moved to the 2007-2008 Objectives and Goals previously adopted by City <br />Council. (See attached Exhibit "B" incorporated herein) Mayor Freelen inquired when staff was <br />going to have the system in place to respond and track requests from citizens. Kent Klinkerman told <br />Council he was in the process of coordinating information from the departments and forwarding it <br />to the representative. He told Council the process should be up and running prior to August 1 st. <br />Council Member Strathern wanted to know when the strategic business plan was going to be <br />complete. Mayor Freelen said it was his understanding that PEDC was going to hire a consultant and <br />fund the process. Kevin Carruth said they were working on the second draft of the RFP and refining <br />the scope of work. Mayor Freelen asked when the RFP would be complete. Kevin Carruth said it <br />would be done by August 1 S`. Council Member Pickle inquired as to when they could expect an <br />executed Agreement. Kevin Carruth said staff expects to have one by October 15`. Council Member <br />Strathern wanted to know when the 10 year capital improvement plan for streets, water and <br />wastewater systems would be complete. Kevin Carruth said he would give Council a progress report <br />at their December 8`h meeting. Council Member Kear said he would like for the objectives and goals <br />to include development of a plan for liquidating properties owned by the city, as a result of delinquent <br />taxes and/or liens. Council Member Strathern said at the next meeting he would like to get input from <br />Kevin Carruth for developing additional objectives and goals. <br />Council Members Strathern and Pickle said they wanted to see a reduction in the budget from <br />last year by 2% to 5%. Mayor Freelen said he would like to review changes made by the Lamar <br />County Appraisal District and what impact those changes would have on the City. Kevin Carruth said <br />they had just begun the budget process and that it was difficult to put numbers together without <br />knowing resources needed by departments in order to meet the goals set out. <br />5.
