(c) Torpedo signs. <br />(1) Torpedo signs may be used as temporary signage in accordance with <br />subsections (a) and (b) above. Additionally, for new businesses, a <br />temporary permit for a torpedo sign may be obtained for a period not <br />to exceed one hundred eighty (180) days upon issuance of a certificate <br />of occupancy to allow time for the design and installation of a <br />permanent sign. <br />(2) All torpedo signs which are currently in place on property in the City <br />of Paris, whether under a current permit or not, excluding torpedo <br />signs which are not otherwise in conformance with provisions <br />regulating such signs, may remain in place for a period of one (1) year <br />from the effective date of this subsection; thereafter, such signs must <br />be brought into compliance herewith. <br />(3) A torpedo sign may be converted to a permanent ground sign under <br />the conditions set forth in Section 28-10.3. <br />(d) Banners and pennants. Such signage is allowed on light standards and <br />poles, as long as signage does not exceed 20 square feet per pole or sign and is not <br />strung or affixed in any manner other than from brackets on single poles. <br />(e) Banners leading to historic locations. Banners placed on pole standards <br />shall be permitted in locations which lead to historic or publicly owned locations. <br />(o Relocated businesses. For businesses which relocate, signage notifying the <br />public of a new business location shall be permitted at the old business location for <br />a period not to exceed ninety (90) days. <br />(g) Cloud buster balloons. Cloud buster balloons shall be allowed only in <br />conjunction with a grand opening. Inflatable signs and balloons may be used <br />provided the following regulations are satisfied: <br />(1) Not more than one (1) balloon sign shall be allowed on any premises. <br />(2) Balloon signs shall maintain a setback from any side or rear property <br />line a minimum distance equal to the height of the balloon. <br />(3) Balloon signs shall not be placed under any overhead electrical wire. <br />(4) Balloon signs shall be kept in good repair and remain securely <br />attached in such a manner to withstand wind loads. <br />(h) Inflatable device signs (IDS): <br />Page 14 of 36 <br />- 000108 <br />
