He has managed a wide range of consulting assignments covering cost-of-service pricing studies, <br />organizational analysis, accounting and financial models, and information technology projects. His projects include business and <br />IS strategies, effectiveness and efficiency studies, and outsourcing studies. <br /> <br />Mr. Mullins was a Senior Manager in the National Utilities Consulting Practice at KPMG Peat Marwick llP. Mr. Mullins was <br />Assistant Director of Utilities for the City of Arlington, Texas. His responsibilities included budget, financial planning, utility <br />billing, customer services, meter reading, meter services, property management, and operations research. He has also served as <br />Director of Finance for the City of Hurst, Texas, where he was responsible for the accounting, budgeting, utility billing, data <br />processing, purchasing and personnel divisions. <br /> <br />Mr. Mullins is a member of the Americon Water Works Association, where he has porticipated on the Information System and <br />Services Committee, and active in the Government Finance Officers Association and the American Institute af Certified Public <br />Accountants. Mr. Mullins has co-authored articles on financial and work-order management, including: '1he Changing Role of <br />Financial Management in Utilities" in Proceedings of WEFTEC '95/ "System Development Charges: Implementation, <br />Administration and Accounting" in the A.W.W.A. Proceedings, 1992/ and "Computerized Work Management: Worth Investigating" <br />for Public Works Journal. <br /> <br />Financial Management project experience includes: <br /> <br />. GASB 34 Implementation, Temple, TX; Senior Consultant. Developed implementotion strategy to obtain compliance with the <br />new accounting standards for the City of Temple. The project included analysis of the appropriate capitol accounting <br />methods for the City/s infrastructure categories. <br /> <br />. GASB 34 Issues, various locations, Project Manager. Developed on analysis of the new standards and mode presentations to <br />professional organizations to assist various entities in the development of on implementation strategy to comply with the <br />new accounting standards, The presentations were mode the Texas Public Works Association, Texas Municipal Utilities <br />Association, Texas Municipal league, Special Districts of South California, and project included analysis of the appropriate <br />capitol accounting methods for the City's infrastructure categories. <br />
