Jamison had spoken with Mr. Mullus this morning but he had not gotten back
with him.

Mr. Vest said he has been doing some investigating on Chapter 380, 381, and on
the GLO Program to find out more on that. He advised that Chapter 380 does not
cover the schools. Mr. Vest advised that if they do the GLO Program all of the
real and personal property will all be in the name of the State; therefore, there will
be no ad valorem tax. Mr. Vest said that Mr. Mullus said there would be a Pilot
Program, which is a payment in lieu of taxes.

Mr. Vest told the Board that the small distribution center that they have been
working with is still an active possibility. He said there were four local builders
that are working with them on the building and he is just waiting on the PEDC to
get the water and sewer to the site and will then be ready to go.

Mr. Vest gave the Board a new brochure that the Texas Economic Development
Sales Tax Association has just put out. The brochure explains what is going on
with the sales tax for Economic Development. He advised that they did that as
a proactive step because there has been a lot of misinformation about Mark
Homer's Bill 2912.

President Wall advised that there will be no action required on Agenda Item
Number 5.A., awarding the bid and authorizing the execution of a contract for the
furnishing and delivery of labor, materials, and equipment and for performing all
work required for construction and installation of water and wastewater facilities
at the Paris Industrial Park, and Agenda Item Number 5 .B., awarding the bid and
authorizing the execution of a contract for the furnishing and delivery of labor,
materials, and equipment and for performing all work required for construction
and installation of paving and drainage facilities at the Paris Industrial Park.

Mr. Vest passed out a tally sheet of the bids received for these projects for the
Board Members review, but suggested that the engineer's input be obtained on the
bids before they are awarded.
