Regular City Council Meeting <br />July 28, 2008 <br />Page 5 <br />16. Deliberate and act on the final plat of Stone Ridge Phase 4 Subdivision and RESOLUTION, <br />NO. 2008-059: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />TEXAS, ACCEPTING AN OFF-SITE DRAINAGE AND UTILITY EASEMENT FROM <br />MARK AND LARRY CUNNINGHAM FOR THE DEVELOPMENT OF STONE RIDGE <br />PHASE IV LOCATED AT 47T" STREET NE AND FM 195, UPON AND ACROSS A <br />PORTION OF LAND IMMEDIATELY WEST OF THE PROPOSED DEVELOPMENT; <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />PROVIDING AN EFFECTIVE DATE. <br />A Motion to approve these items was made by Council Member Brown and seconded by <br />Council Member Pickle. Motion carried, 6 ayes - 0 nays. <br />17. Deliberate and act on appointments of City Council Members to serve as liaisons on city <br />boards, committees and commissions. <br />Mayor Freelen asked Council Members to select a board, committee or commission to which <br />they would be willing to work with as a liaison. Council Member Pickle selected the Airport and <br />Band; Council Member Brown selected Building and Standards and PEDC; Mayor Freelen <br />acknowledged that he was required to sit on the PEDC Board; Council Member McCarthy selected <br />the Housing Authority; Council Member Biard selected Historic Preservation Commission; and <br />Council Member Kear selected Main Street and the Board of Adjustments. Council decided to place <br />this item on the next Agenda to allow Council Member Strathern to select a board from among the <br />Library, Board of Health, Planning and Zoning, and Traffic Commission. <br />18. Deliberate and act on alternative methods to fund demolition of remaining Casa Bonita <br />Apartments. <br />Council Member Pickle asked that they discuss items 18 and 23 together. A Motion to move <br />item 23 forward was made by Council Member McCarthy and seconded by Council Member Kear. <br />Motion carried, 6 ayes - 0 nays. <br />23. Deliberate on sanitation fee methodology. <br />Gene Anderson explained that the City had provided sanitation services for many years and <br />in addition to residential pick up, other services provided included street sweeping, brush pickup a <br />compost site, and post closure maintenance of the City's old landfill. Mr. Anderson stated should the <br />City vote to privatize residential pickup, that sanitation expenses would continue unless Council also <br />contracted those services out. <br />Council Member Pickle suggested they call an election on the issue of trash privatization for <br />November. Council Members Brown and Biard, as well as Mayor Freelen were opposed to putting <br />this on the November ballot, because there was not enough information.
