Regular City Council Meeting August 11, 2008 Page 9 Council Member Biard was made by Council Member Brown and seconded by Council Member Kear. Motion carried, 6 ayes - 0 nays. Council Member Biard left the room. Mayor Freelen opened the public hearing and asked anyone who wish to spea.k in support of this item, to please come forward. Desiree Meredith, representative for Mr. And Mrs. Janes, spoke in support of this item. Nonna McLaughlin, owner of the properiy spoke in support of this item. She said there were numerous businesses surrounding the property. Mayor Freelen asked anyone who wished to speak in opposition of this item to please come forward. With no one else speaking, Mayor Freelen closed the public hearing. A Motion to approve this item was made by Council Member Brown and seconded by Council Member Kear. Motion carried, 6 ayes - 0 nays. A Motion to return Council Member Biard to the meeting was made by Council Member McCarthy and seconded by Council Member Kear. Motion carried, 6 ayes - 0 nays. 17. ORDINANCE NO. 2008-026: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING A REVISED SITE PLAN FOR A PLANNED DEVELOPMENT DISTRICT - COMMERCIAL CENTER (PD-al), PREVIOUSLY ESTABLISHED BY THE ENACTMENT OF ZONING ORDINANCE NO. 2007-013, BEING PART OF LOT 7, CITY BLOCK 381, NOW BEING LOTS 1 AND 2, BLOCK A OF THE KHUSHI & ESHA ADDITION 318, LOCATED AT 3025 NE LOOP 286, PARIS, TEXAS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. Mayor Freelen opened the public hearing and asked anyone who wish to speak in support of this item, to please come forward. Brad Osborne of Hayter Engineering came forward to answer questions. Council Member Brown expressed concern about construction traffic entering and exiting the property onto Loop 286 during construction and suggested using Center Street. Mr. Osborne stated they were putting in a construction entrance on the Loop side to prevent damage to Center Street. Mayor Freelen asked anyone who wished to speak in opposition of this item to please come forward. With no one else speaking, Mayor Freelen closed the public hearing. A Motion to approve this item was made by Council Member Biard and seconded by Council Member McCarthy. Motion carried, 7 ayes - 0 nays. 25. Deliberate and act on appointments of City Council Members to serve as liaisons on city boards, committees and commissions. Pending the outcome of Council Member Strathern's disannexation efforts, a Motion to table this item was made by Council Member Pickle and seconded by Council Member Kear. Motion carried, 6 ayes - 1 nay, with Council Member Strathern casting the dissenting vote. - ooonlo
