Deliberate on protocols for City Council Meetings. <br />Kevin Carruth said Council had requested discussion to evaluate and possibly modify meeting <br />and legislative protocols. Mr. Carruth further said that Council had asked staff to review three <br />possible changes: 1) Should ordinances go through two readings before adoption and allow for a <br />majority or super majority vote to suspend the rules and allow only one reading; 2) Should Council <br />have a meeting workshop before regular meetings; and 3) Should the meeting time and/or days of the <br />month be changed. <br />After discussing the possible changes, Council elected to require ordinances to go through two <br />readings before adoption and allow for a super majority vote of five to suspend the rules and allow <br />only one reading, should Council determine that circumstances warrant. Council also elected to <br />conduct workshops before regular meetings beginning at 5:00 p.m. and continue conducting their <br />meetings on Mondays. <br />27. Deliberate on trash privatization and alternative methods to fund demolition of remaining <br />Casa Bonita Aparhnents. <br />Council Members Pickle and Biard inquired the status of Casa Bonita Apartments. Kevin <br />Carruth said the demolition company should be starting anytime. Mr. Carruth also said he spoke to <br />the owner of the other three buildings and supplied him with the contract information for the <br />demolition company. <br />28. Deliberate and act on the Preliminary Plat, Master Plat and Final Plat of Lot 1, Block A, Paris <br />Care Center, being number 2880 Stillhouse Road. <br />Shawn Napier recommended approval of the preliminary and master plats. Mr. Napier said <br />the final plat had been withdrawn, because it required an off-site easement that was outside the city <br />limits. <br />A Motion to approve the Preliminary and Master Plats, and to deny the Final Plat was made <br />by Council Member McCarthy and seconded by Council Member Strathern. Motion carried, 7 ayes - <br />0 nays. <br />29. Consider and approve future events for City Council and/or City Staff pursuant to Resolution <br />No. 2004-081. <br />Kevin Carruth reminded Council Members if they wished to attend the TML Conference that <br />he needed to know by Tuesday afternoon, in order to make arrangements. <br />- 0fl(lo11 <br />
