REGULAR MEETING <br />OF THE CITY COUNCIL, CITY OF PARIS <br />August 11, 2008 <br />The City Council of the City of Paris met for a regular session at 4:00 P. M. Monday, August <br />11, 2008, at the City Council Chamber, 107 E. Kaufinan, Paris, Texas. <br />Present: Mayor: Jesse James Freelen <br />Council Members: Joe McCarthy; Kevin Kear; Stephen Brown; <br />Will Biard; Edwin Pickle; and Bill Strathern <br />City Staff: Kevin Carruth, City Manager; Kent McIlyar, <br />City Attorney; Janice Ellis, City Clerk; Gene <br />Anderson, Finance Director; Shawn Napier, <br />City Engineer; Lisa Wright, Community <br />Development Director; Karl Louis, Chief of <br />Police; Doug Harris, Director of Utilities; <br />Priscilla McAnally, Library Director; Tom <br />Hunt, Municipal Court Judge; Anthony Bethel, <br />Health Deparhnent Director; Kent Klinkerman; <br />EMS Director; and Ronnie Grooms, Fire Chief <br />Onening Agenda <br />1. Call meeting to order. <br />Mayor Freelen called the meeting to order at 4:04 p.m. and asked for a 1Viotion to move to item <br />12 to continue the budget process. A Motion to move to item 12 was made by Council Member Biard <br />and seconded by Council Member Pickle. Motion carried, 7 ayes - 0 nays. <br />12. Deliberate on FY 2008-2009 Budget. <br />Council heard presentations about current staffing and current rolling stock from Anthony <br />Bethel, Health Department Director; Priscilla McAnally, Library Director; Kent Klinkerman, EMS <br />and Management Information Services Director; Tom Hunt, Judge for Municipal Court; Karl Louis, <br />Chief of Police; and Doug Harris, Interim Director of Utilities. <br />Mayor Freelen stated he wanted to postpone the prayer and citizens forum until 6:00 p.m., <br />because the pastor was not scheduled to be at the meeting until 6:00 p.m., as well as there were <br />several citizens who wished to speak and did not realize the meeting started at 4:00 p.m. Kevin <br />Carruth reminded Council that the planning and zoning items would also need to be moved to 6:00 <br />p.m., because the posted notices were for 6:00 p.m.. A Motion to postpone the stated items was made <br />by Council Member Pickle and seconded by Council Member McCarthy. Motion carried, 7 ayes - <br />Q nays. <br />" 000002 <br />
