Regular City Council Meeting October 13, 2008 Page 6 OF PARIS, TEXAS, APPROVING AN APPLICATION FOR A TEXAS DEPARTMENT OF TRANSPORTATION CAPITAL IMPROVEMENT PROGRAM (CIP) GRANT FOR VARIOUS PROJECTS AT COX FIELD AIRPORT 1N THE AMOLJNT OF $4,911,088.00, WITH $491,209.00 TO BE PROVIDED BY THE CITY OF PARIS IN THE FORM OF CASH; AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL DOCUMENTS NECESSARY TO MAKE APPLICATION FOR THE GRANT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. Lisa Wright explained that at the request of the City, TxDOT Aviation conducted an on-site inspection of Cox Field Airport to review airfield issues the City felt needed addressing, as well as to determine other TxDOT required standards that needed to be met in order to eligible to obtain grant funding. As a result of that visit, TxDOT listed numerous items the City needed to remedy over the next several years to maintain an adequate level of safety at the airport. She further said if the City is awarded the grant, work would take place over the next four fiscal years. A Motion to approve this item was made by Council Member Pickle and seconded by Council Member Kear. Motion carried, 5 ayes - 0 nays. 27. Public hearing, deliberate and possibly act on first reading of AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING THE BUDGET FOR THE ENSUING FISCAL PERIOD BEGINNiNG OCTOBER 1, 2008, AND ENDING SEPTEMBER 30, 2009, AS AMENDED, IN ACCORDANCE WITH THE CHARTER OF THE CITY OF PARIS; APPROPRIATING THE VARIOUS AMOUNTS THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. Kent McIlyar said the public hearing would be held October 27, 2008, at the second reading of this ardinance. Mr. McIlyar also said the public hearing required that notice be published in the newspaper. 28. Convene into Executive Session pursuant to Section 551.071 of the Texas Government Code, consultation with attorney to receive legal advice about pending or contemplated litigation and/or on a matter in which the duty of an attorney to his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas, clearly conflict with this chapter as follows: a.
