Regular City Council Meeting <br />October 13, 2008 <br />Page 5 <br />Regular Agenda <br />22. Public hearing, deliberate and possibly act on first reading of an Ordinance approving a <br />request for zoning change from One-Family Dwelling District No. 3(SF-3) to One-Family <br />Dwelling District No. 3(SF-3) with a specific use for permit for day care on Lot 2A, City <br />Block 279, being 1462 15`" Street N.E. <br />Lisa Wright explained that a stop work order was issued for unpermitted construction and that <br />Planning and Zoning recommended denial of this request. <br />Mayor Freelen opened the public hearing and asked anyone wishing to speak in favor of this <br />item to please come forward. No one spoke in support of this item. Mayor Freelen asked for anyone <br />who wished to speak in opposition of this item to please come forward. Vickey Ode11,1615 Johnson <br />Street, spoke in opposition to this zoning change. With noone else speaking, Mayor Freelen closed <br />the public hearing. <br />23. Deliberate on recording of all council meetings. <br />Council Member Brown said he had asked for this item, because he had received several <br />complaints from citizens that the budget hearings were not televised. Kevin Carruth explained that <br />the cost of video taping a typical two hour meeting was approximately $300.00 and that all regular <br />council meetings were recorded on video. Mr. Carruth also said there was no standard procedure or <br />direction from Council on what to video or what not to video. It was a consensus of Council to have <br />all future meetings video taped. <br />24. Deliberate on cell phone usage in school zones. <br />Council Member Pickle said he had requested this item, because other cities had passed <br />similar ordinances and he felt that they should be pro-active. <br />Chief Louis informed Council that Chisum, North Lamar and Paris school districts were <br />supportive of this type of ordinance. Council Member Pickle said he thought that they should include <br />Paris Jr. College. City Council gave direction to draft an ordinance which would allow hand-free <br />devices. <br />25. Deliberate on cost of living payments. <br />Kevin Carruth said that he was going to equally divide the $254,369.00 left over from the FY <br />2008-2009 General Fund among all full-time employees. <br />26.
