<br />paid.
<br />SEC. 3. Any person owning property on any street which
<br />may be improved as provided under this ordinance, and against
<br />which tþe cost of improvement may be assessed, shall have the
<br />right to pay the same off by paying the cost to the assessor and
<br />collector at any time before the city shall issue its bonds for the
<br />purpose of paying for such improvements, or at any time before
<br />the city shall settle with the contractor, and when the money is so
<br />paid the lien shall be released and incumbrance removed from the
<br />land, and in like manner any railway company may have its prop-
<br />erty released, but when any person or railway company does not
<br />pay the money as above allowed, then the same shall be collected
<br />in ten equal annual installments, dating from the time of the ap-
<br />proval of the estimate by the city council, and all deferred pay-
<br />ments shall bear interest at the rate of eight per cent. per annum,
<br />and shall be paid annually; that is to say, one-tenth of the princi-
<br />pal and all the accrued interest shall be paid' annually to the city
<br />tax collector.
<br />SEC. 4. Whenever any annual payment or interest shall
<br />become due and remain unpaid it shall be the duty of the city at-
<br />torney to institute suit for the same and to foreclose the lien.
<br />SEC. 5. That this ordinance take effect and be in force from
<br />and after its passage.
