<br />"d. Accept only those classes of waste authorized by license or <br />permit. <br /> <br />"(4) Liquid waste transporters desiring to transport, mobile treat and/or <br />process within the city shall: <br /> <br />"a. Comply with all requirements of the laws and regulations of the <br />United States and the State of Texas concerning such wastes. <br /> <br />"b. Obtain a permit from the City, requirements of which are listed <br />in section 34-131 (c)( I) of this article. <br /> <br />"c. Demonstrate to the City the capability of the operator and the <br />equipment to consistently meet the requirements of this article, <br /> <br />"d, Discharge at the point designated by the City, in order to <br />discharge to the POTW. <br /> <br />"(b) Hazardous wastes, Users that generate industrial and hazardous wastes shall <br />comply with all the laws and regulations of the United States and the State of Texas <br />concerning such wastes. Such users shall maintain records of the types and <br />quantities of wastes generated, name of the transporter, and the site of disposal. <br />These records shall be made available for inspection by the City at any reasonable <br />time. Transporters transporting hazardous wastes must have the applicable federal <br />and state permits and use the appropriate manifest system. The city shall be allowed <br />to inspect vehicles for proper operation, registration, and manifest. <br /> <br />"(c) Nonhazardous waste transportation. <br /> <br />"(I) Requirements for permit. Any person required by this section to <br />obtain a permit to transport nonhazardous waste shall perform the <br />following: <br /> <br />"a. Make application on a form provided by the City and provide <br />such information as the city may reasonably request. <br /> <br />"b. Submit for inspection by the City each vehicle the applicant <br />proposed to use to transport liquid waste. Each vehicle shall be <br />constructed, equipped and identified in accordance with the <br />following provisions: <br /> <br />"I, Vehicle markings and identification shall be permanently and <br />prominently displayed on both sides of the vehicle in <br />accordance with TCEQ requirements for liquid waste <br />transporters. <br /> <br />"2.
